Block-based 'video' encoder tests for Atari 8-bit computers

Brooke Vibber a6e3e28057 wip ... now does a check for dupe blocks on luma16 rendering (no dither) sometimes no decimation is needed on the sample vid but most of the time it will need decimation from 300-500ish down to 128 + any reverse video variants		2023-07-02 21:47:06 -07:00
